Focusing on the knowledge intensive strategic industry of new energy vehicles, the operation center aims to gather high-level talents and industry advantageous resources, and create an international first-class intellectual property comprehensive operation platform for the new energy vehicle industry with obvious industrial characteristics and outstanding operational capabilities. Focusing on the three major tasks of "discovering valuable intellectual property, creating high-value intellectual property, and realizing the value of intellectual property", the Operations Center will focus on building a big data-based intellectual property evaluation, cultivation, transformation, and service platform; Carry out industry navigation analysis, patent value assessment, risk diagnosis and early warning services, explore and cultivate forward-looking and disruptive technologies in the industry, and promote the layout of necessary patents for standards; We will carry out pilot operations for the integration of intellectual property rights between military and civilian sectors, collaborate with leading enterprises and institutions, establish deep cooperation mechanisms and transformation platforms for innovation and industrial chains, promote the deep integration of technology, capital, and industry, and support the construction of a high-quality development situation for new energy vehicles that "strengthens the strengths, fills the weaknesses, builds the foundation, and adds new opportunities".

Pingshan District has always attached great importance to intellectual property work and regarded intellectual property protection as one of the important references for measuring the development effectiveness of the "Innovation Pingshan, Future City" indicator system. According to statistics, in 2022, the total number of patent authorizations in Pingshan District reached 12585, a year-on-year increase of 18.18%, with a growth rate ranking among the top in the city; There were 23 patent pledge financing registrations, with a pledge registration amount of 540 million yuan, a year-on-year increase of 83%; The ranking of "Intellectual Property Creation and Application Level" has broken through to the fourth place in the city.

In 2022, the intellectual property protection work assessment of Pingshan District was rated as Grade A. In the same year, the GDP of the entire district historically exceeded 100 billion yuan, an increase of 14.0%, ranking first among all counties (districts) in the province. At the same time, focusing on technological breakthroughs, industrial development, infrastructure operation, and other aspects, Pingshan District seizes the opportunity to build a national level "two zones and one center", and is systematically innovating to build a new energy vehicle application management system and mechanism.
