The success of ChatGPT has sparked the emergence of competitors and raised concerns among regulatory agencies around the world about potential risks in this technology field. The report states that the temporary measures announced by the China National Cyberspace Administration provide a business standard for technology giants in the field of technology.

Generative artificial intelligence services are mainly based on large-scale language models, helping users generate content such as text, images, audio, and video. At present, there are over 80 large-scale language models (hereinafter referred to as "big models") developed in China. The main participants in model development include large technology companies, universities, and telecommunications equipment manufacturers. As of May this year, according to incomplete statistics, more than 40 companies and institutions in China have released generative model products or announced generative model research and development plans. The explosive growth in the number of large model projects highlights the rapid development of generative artificial intelligence services in China.

Since the official release of GPT-4 on March 14th, generative models have begun to possess multimodal capabilities for simultaneously processing images and text, and their application scenarios have also diversified accordingly. At present, generative large models can be used in various fields such as e-commerce customer service, legal services, daily office work, graphic design, etc. They have excellent performance in automated writing and content generation, intelligent customer service and online customer support, generation of illustrations and design materials, and code writing.

Technological development places higher demands on legal regulations. In recent years, relevant departments in China have attached great importance to the development of artificial intelligence and continuously introduced relevant regulations to improve the supervision system. In 2021, the National Cyberspace Administration and four other departments issued the "Regulations on the Management of Internet Information Service Algorithm Recommendation"; In 2022, the National Cyberspace Administration and other three departments jointly issued the "Regulations on the Management of Deep Synthesis of Internet Information Services", which mainly regulates the application of deep synthesis technology to provide internet information services. On June 20 this year, the National Cyberspace Office released the "Domestic Deep Synthesis Service Algorithm Filing List", Meituan online intelligent customer service algorithm, Kwai short video generation and synthesis algorithm, Baidu Wensheng map content generation algorithm, Baidu PLATO big model algorithm, volcano engine intelligent beautification special effect algorithm, Tencent conference virtual background algorithm, Tmall honey intelligent customer service algorithm 41 deep synthesis technology service algorithms such as iFlytek's speech recognition algorithm have been registered, with text dialogue and smart customer service being the main application scenarios. Some institutions believe that the release of this list reflects the serious attitude of Chinese technology enterprises towards compliance obligations such as algorithm filing, marking the country's determination to promote the standardized development of cutting-edge artificial intelligence technology, and the industrialization of artificial intelligence is expected to accelerate its implementation. Since the release of ChatGPT at the end of 2022, the maintenance and supervision of generative artificial intelligence order from a full chain perspective have been accelerated on the agenda.

Next, it is necessary to closely monitor the rapid development of large models. Many voices in the industry have pointed out that in the future, big models will become a new level of digital space or internet space, providing users with the so-called "model as a service". This type of service can be expanded and customized according to different user needs, making the application more flexible and personalized. Users can also interact with the model through application programming interfaces and other means, using artificial intelligence to solve practical problems.

The popularization of artificial intelligence technology not only brings convenience to human life, but also brings many challenges. For example, large-scale language models have inherent problems. Although generative artificial intelligence technology is becoming increasingly mature, the internal structure of large models is complex, making it difficult to accurately control their output. At present, the known risks of large models mainly manifest in the generation of inappropriate content, such as false information, discriminatory remarks, infringement of personal privacy and information, and infringement of trade secrets. Although existing technology can to some extent reduce the occurrence of such problems, the actual effect is not satisfactory. The promulgation of the "Interim Measures for the Management of Generative Artificial Intelligence Services" (hereinafter referred to as the "Measures") will promote the healthy development of artificial intelligence. The artificial intelligence industry is a new engine for economic development, and the Measures encourage generative artificial intelligence services to create new economic growth points. The "Measures" aim to safeguard national security, social public interests, and the legitimate rights and interests of citizens, while using scientific and reasonable measures to regulate and promote the artificial intelligence industry towards a healthy and positive direction.

In the future, in order to achieve healthy development of generative artificial intelligence services, it is necessary to ensure safety: firstly, actively promote technology for the better. Combining the innovative power of technology with the development concept of putting the people at the center, protecting users' personal privacy and data security, under the guidance of law, making technology applications meet the expectations of the public, and achieving the service of the technology industry for the people. The second is to exert efforts in avoiding known risks in large models.
