Immediately review | Level 5 energy-efficient air conditioning, why has it become a major weapon for exploiting tenants?

The continuous high temperatures have significantly driven the sales of air conditioners. At the same time, the topic of "Level 5 energy-efficient air conditioning installed in rental housing" has made headlines. Many netizens have found that the installation of Level 5 energy-efficient air conditioning in their rented houses not only generates more electricity consumption, but may also be subject to more exploitation by landlords - the electricity bill standards implemented by landlords are often higher than the actual electricity bill standards charged.
Although Level 5 energy-efficient air conditioners meet national standards and are allowed to be sold in the market, they are already on the verge of being phased out. It is not easy to buy a 5-level energy-efficient air conditioner with high power consumption and built-in "tractor" sound effect when operating on mainstream sales platforms. Only in the rental housing market do landlords hope to configure air conditioning at a lower cost and choose affordable Level 5 energy efficiency products.
If it's just that air conditioning has high energy efficiency, it's okay. Even with Level 5 energy efficient air conditioners, the increased power consumption compared to low energy efficient air conditioners is not unbearable. Many tenants are even willing to replace the air conditioning at their own expense, but this often faces opposition from landlords. The reason is self-evident: the higher the electricity consumption, the higher the price difference that landlords earn through proxy payments.
The phenomenon of landlords paying electricity bills on behalf of others is more common in rental houses without independent meters installed. Landlords will charge higher fees than general civilian electricity prices for various reasons such as high electricity consumption in public areas and commercial electricity usage in rental properties. In the case where the original bills of the power supply department are only controlled by the landlord, tenants have no way to know the actual cost of their own electricity consumption and can only charge according to the "landlord's electricity price".
The landlord pays the electricity bill for the rented house on behalf of the landlord, often because in urban villages, collective apartments, and other places, only one electricity meter with the same property ownership certificate can be installed, and the tenant's room can only have a separate electricity meter set by the landlord at most. Tenants choose to live in urban villages, usually for reasons such as convenient transportation and low rent. If they rent commercial residential properties in the same location, the rental cost may be much higher. Therefore, many tenants can only passively endure the landlord's blatant exploitation.
The "air conditioning assassin" is only the surface of the problem, and the opaque and non-standard payment of electricity bills by landlords is the essence of tenants' enduring unfair treatment. The roar of the Grade 5 energy efficient air conditioner masked the crackle of the landlord's Windows Calculator.
In 2021, some citizens left messages on the official website of the Guangzhou Development and Reform Commission stating that the electricity fee paid by landlords is calculated at 1.5 yuan per kWh. The National Development and Reform Commission has replied that if users of the main meter use a usage allocation method to solve public usage and losses, the total amount of fees charged within the same cycle shall not exceed the paid fees, and the allocation and payment situation shall be regularly disclosed to users of the sub meter. Users who are charged high water and electricity fees can file complaints and reports. In February of this year, there were also reports in Zhuzhou, Hunan that the landlord of a local apartment had been charging electricity at a rate of 1 yuan per kilowatt hour for a long time, which has increased to 1.5 yuan per kilowatt hour this year.
On May 18th of this year, the Guangzhou Municipal Market Supervision and Administration Bureau issued a reminder notice on implementing the "Guangzhou Electricity Supply and Consumption Regulations" to regulate electricity fee charging behavior due to high electricity prices chaos, requiring village collective property management, rental homeowners, and second landlords to collect electricity fees according to the catalog sales electricity prices announced by the price regulatory department. Violators will be fined, suspended for rectification, and other penalties. These rectification measures undoubtedly help to correct non compliant electricity charges and ensure basic fairness and transparency for tenants.
Although "one household, one meter" electricity bills are basically implemented in cities, in urban villages, "one household" is not the "household" of tenants, but the "household" of landlords. Many "one household, one meter" are actually just "one floor, one meter", causing difficulties for tenants to protect their rights.
Only with transparent pricing can there be a fair market. Strictly implementing the national electricity tariff standards not only makes tenants more aware of their electricity consumption, but also eliminates the unreasonable market space for Level 5 energy-efficient air conditioners, promoting the achievement of green and low-carbon goals.
It should be noted that solving the "small matters" of electricity fee collection is a major livelihood issue related to housing equity and the principle of "housing is not speculation". Young people no longer have such worries and worries when renting a house. Only then can rental relationships become more stable, and the real estate market become healthier, effectively promoting the dream of "new citizens" in cities to live and work in peace and rooted in entrepreneurship.
