On October 24th, the "Report on Chinese Enterprise Investment in Africa (2023)" was released in Beijing. The report points out that Chinese enterprises are an important force in promoting the development and transformation of African industrial chains. With the help of the joint construction of the "the Belt and Road" and under the guidance of the Forum on China Africa Cooperation, China Africa industrial chain cooperation helps Africa's industrial chain development and transformation through six modes, namely, industrial docking and capacity cooperation, industrial parks and industrial investment, infrastructure and industrial infrastructure, technology transfer and talent cultivation, demand driven and supply driven, institutional innovation and practical exploration. Enterprises such as Hisense and Huawei have been included in the report as model cases for actively promoting talent localization.
The report analyzes over 90 Chinese enterprises and 20 Sino African cooperation projects to explore the impact of China Africa policy framework and existing cooperation models on the African industrial chain. It focuses on elucidating the role of Chinese enterprises in the development and transformation of the African industrial chain, pointing out the basic ideas for the development and transformation of the African industrial chain and the future potential of Sino African industrial chain cooperation.
Wu Peng, Director of the Africa Department of the Ministry of Foreign Affairs of China, said in his speech at the conference that, as a partner in Africa's efforts to explore the path of modernization, China, based on the joint construction of the "the Belt and Road" and the China Africa Cooperation Forum platform, strengthened the docking with the African Union's 2063 Agenda and the development strategies of African countries, in particular, focused on promoting Africa's industrial development through investment cooperation and enhancing the added value of African resources, Expand the share of African manufacturing in the global industrial chain.
The report points out that successful technology transfer relies on talent cultivation, and China strongly supports the development of education in Africa. Chinese companies are also actively promoting localization in non talent areas, such as Huawei and Hisense. The report takes Hisense South Africa Industrial Park as an example to introduce the measures taken by Chinese enterprises to actively promote the localization of talent cultivation in Africa.
In 2013, Hisense and China Africa Fund jointly invested in the construction of Hisense South Africa Industrial Park, which is the largest household appliance manufacturing factory invested by Chinese enterprises in South Africa in 40 years. Now, a complete industrial chain with complete functions and supporting facilities has been formed, and products are exported to more than 20 African countries; Delivery to the UK market will begin in April 2022. Hisense Group implements a localized operation model. Currently, Hisense South Africa employs more than 700 local employees, accounting for 90% of the total number of employees, and about 70% of management positions are held by local employees; Emphasis is placed on the training of local employees through vocational counseling programs. In 2019, Hisense South Africa systematically trained about 1000 unemployed rural youth aged 18 to 25. It also collaborated with Atlantis High School to establish a Hisense South Africa Technology Research and Development Training Base, helping students master electronic technology, software, and equipment control skills. The base has trained a total of 1400 people.
It is understood that this report is the third release since 2021 and 2022, organized and written by the China Africa Civil Chamber of Commerce, in collaboration with the China Africa Economic and Trade Cooperation Research Institute. Nearly 300 representatives from African countries and others who came to China to participate in the 16th Senior Officials' Meeting of the Forum on China Africa Cooperation attended.
