Global Times Global Network Comprehensive ReportRecently, it was learned from the China Association for Science and Technology that on November 1st, the 10th China Russia Engineering Technology Forum and the 2023 China Russia Digital Economy Summit Forum were held in Harbin. The theme of this forum is "Building an Open New Highland and Cultivating New Quality Productivity", with multiple main forums, sub forums, and series of activities. Eleven Chinese and Russian academicians and experts gave keynote speeches on promoting the development of engineering technology and digital economy. More than 700 academicians and experts from China and Russia, as well as representatives of relevant institutions and enterprises, attended the meeting.

During the forum, various cooperation achievements were formed among all parties. The Chinese Federation of Engineers signed a memorandum of understanding with the Russian Engineering Education Association to strengthen engineer capacity building, signed contracts for overseas entrepreneurs' activities in China (Heilongjiang), and signed cooperation agreements with the China Russia Science and Technology Cooperation Organization, Guangdong Province Science and Technology Association, and Shaanxi Province Science and Technology Association. The China (Heilongjiang) Russia Science and Technology Innovation and Entrepreneurship Cooperation Network was established.

He Junke, Secretary of the Party Group of the Chinese Association for Science and Technology, Vice Chairman in charge of daily work, and First Secretary of the Secretariat, stated in his speech that currently, the comprehensive strategic partnership of cooperation between China and Russia in the new era continues to operate at a high level, bringing more opportunities and development space for scientific and technological cooperation between the two countries. As the main channel for people-to-people scientific and technological exchanges in China, the China Association for Science and Technology will continue to uphold the concept of open cooperation and innovative development, strengthen close ties with Russian scientific and technological talents and organizations, continuously improve the institutional mechanisms for bilateral scientific and technological cooperation and talent exchange, continue to deepen bilateral cooperation in areas such as technology transfer, achievement transformation, and industrialization, vigorously promote youth exchanges and exchanges, and continuously strengthen bilateral strategic mutual trust Deepen comprehensive practical cooperation and inject strong momentum into bilateral cooperation.

Xu Qin, secretary of the Heilongjiang Provincial Party Committee and director of the Standing Committee of the Heilongjiang Provincial People's Congress, pointed out in his speech that Heilongjiang is an important node in the joint construction of the "the Belt and Road", is building a new highland for China's opening up to the north, has obvious geographical advantages, strong scientific research strength, rich application scenarios, and has broad space for cooperation with Russia. We are willing to take the forum as an opportunity to jointly implement the important consensus reached by the heads of state of China and Russia, collaborate on innovation to seize the high ground of development, work together to cultivate new quality productivity, deepen cooperation to create a new highland of openness, and enable digital technology to better support high-quality development, so that engineering technology can better benefit the people of both countries.

In his speech, the First Secretary of the Federation of Russian Science and Engineering Associations, Drukarenko, stated that digital technology has been integrated into various stages of high-tech product development, and engineering and technical personnel and their development have become important resources to ensure technological and economic development. It is necessary to build a platform for the exchange of scientific, technological and knowledge achievements between China and Russia, and jointly solve the current technological challenges and emerging new challenges. We hope that both sides can jointly promote open cooperation in the fields of digital economy and engineering technology, and promote sustainable development and prosperity of both countries.
