The State Administration of Market Regulation and the General Administration of Customs have recently issued an announcement, deciding to adjust the mandatory product certification (CCC certification) requirements for imported information technology equipment in pilot areas (applicable to Shanghai, Guangdong, Tianjin, Fujian, Beijing Pilot Free Trade Zone, and Hainan Free Trade Port). For information technology equipment imported within the scope of CCC certification in pilot areas, the certification client can use a self declaration evaluation method to prove that the product meets the electromagnetic compatibility standards of CCC certification when applying for CCC certification.

Designate a certification agency to conduct only electrical safety testing and inspection, and make certification decisions and issue certification certificates based on a comprehensive evaluation of self declaration materials and testing and inspection conclusions. Self declaration should be implemented in accordance with the requirements of self declaration procedure A in the "Implementation Rules for Compulsory Product Certification Self Declaration", but there is no need to submit relevant compliance information in the "Compulsory Certification Product Compliance Self Declaration Information Submission System". The CCC certification client should be an importer registered in the pilot area and importing information technology equipment from overseas for sale in the Chinese market.

For the testing samples required in the CCC certification process, before import, they should apply to the market regulatory department in the pilot area to obtain the CCC exemption certificate in accordance with the requirements of the "Notice of the State Administration of Market Regulation on Clarifying the Requirements for Exemption from Compulsory Product Certification". The import destination of information technology equipment that has obtained CCC certification through the above methods should be within the pilot area. Market supervision and customs departments in various regions should use "double random and one open" supervision as the basic means, increase the intensity of intermediate and post supervision, and strictly investigate behaviors such as failure to implement certification according to the above requirements and importing related products from outside the pilot areas, and list them as bad records.
