America Extends an Olive Branch, Samsung and TSMC Play Both Sides
In 2024, the US launched a chip subsidy policy worth billions of dollars, attempting to attract global chip manufacturers to invest in building factories on American soil. This policy, seemingly a gesture of goodwill towards the global chip industry, actually hides a strategic intention to "seize control of the narrative."
Faced with the USs massive subsidies, Samsung and TSMC naturally could not stand idly by. TSMC quickly took action, receiving a $6.6 billion subsidy to build its most advanced 2-nanometer factory in the US. Samsung was not to be outdone, choosing to build a factory in Taylor, Texas, aiming to establish a crucial production base in North America.
However, while it appears on the surface that Samsung and TSMC are following the USs lead, their pledges of allegiance are actually full of hidden meanings. On the one hand, they accept US subsidies, but on the other hand, they havent completely put all their eggs in the American basket.
Returning to Home Turf, Securing Core Production Capacity
Just after signing agreements in the US, Samsung and TSMC turned around and played the return to home turf card. Samsung announced that it will invest 300 trillion won (approximately 15 trillion yuan) in South Korea over the next 20 years to build the worlds largest chip manufacturing base. TSMC is also expanding several factories in Taiwan to significantly increase its local production capacity.
This move, seemingly contradictory, actually reflects the strategic vision of Samsung and TSMC. They are keenly aware that the US is attempting to draw the chip production chain back to its own country through subsidies, but they prefer to firmly hold their core production capacity in their own hands. After all, future international situations are full of uncertainties, and no one can guarantee that the US will not change its policies in the future. Therefore, Samsung and TSMC have chosen a play both sides strategy, which allows them to receive US subsidies while ensuring their independence in the global market.
The Chinese Market, An Unignorable Strategic Location
In this global chip power struggle, China is undoubtedly a powerful player that cannot be ignored. Faced with pressure from the US on all sides, China has not stood idly by. Instead, it has achieved a series of breakthroughs by continuously improving its independent research and development capabilities. This has forced Samsung and TSMC, who initially relied on the Chinese market, to rethink their strategies. China, as one of the worlds largest chip consumption markets, would bring about a huge loss to Samsung and TSMC if completely abandoned. They would not want to lose this big cake. Therefore, while they accept subsidies from the US, they cannot help but remain in awe of the Chinese market.

The double-faced strategy of Samsung and TSMC, seemingly contradictory, actually reflects their flexible approach in a complex international environment. They need to satisfy the USs political demands, yet cannot entirely abandon the Chinese market, and must protect their own core interests from harm.

The chip industry of the future will continue to face the game of technological sovereignty, with countries and companies making efforts to achieve technological independence. However, in todays globalized world, it is almost impossible to completely cut off cooperation relationships.
