The Xining Municipal Domestic Waste Incineration Power Plant is located in Changning Town, Datong Hui and Tu Autonomous County, Xining City. It is the first domestic waste incineration power plant in Qinghai Province. The power plant was connected to the grid and put into operation on March 31, which can convert domestic waste into electricity in Xining City, improve local waste treatment level, improve environmental quality, and optimize energy structure.
The "black technology" of turning garbage into electricity is known as the mechanical grate furnace incineration power generation process. The household waste entering the garbage bin needs to be grabbed and stacked in zones through a garbage grab. The garbage transported during the day is generally not directly incinerated and needs to be stacked in zones. After 3 to 5 days of fermentation and filtration, the calorific value of the waste is increased, and then put into the incinerator for treatment. The high-temperature flue gas generated during the combustion process, which is above 1000 degrees Celsius, exchanges heat with the heating surface of the waste heat boiler, generating superheated steam. In order to meet the power transmission demand of the power plant, as early as the early stage of the construction of the Xining Municipal Solid Waste Incineration Power Plant project, State Grid Xining Power Supply Company fully utilized its local power supply advantages and invested in the construction of the Shenneng Waste Incineration Power Generation 110 kV Transmission Project. The new 110 kV Shanfo Line was connected to the Shancheng 330 kV Substation, with a total length of 13.82 kilometers and 44 new towers, laying a solid power foundation for the successful operation of the project.
At present, the power plant is undergoing trial operation of incineration lines 1 and 2, achieving the goals of "two boilers and one unit" trial operation and grid connected power generation. Since the grid connected trial operation, approximately 10 million kilowatt hours of electricity have been transmitted. In the future, all domestic waste in the main urban area of Xining City may be transported to the Xining Municipal Domestic Waste Incineration Power Plant.

In the operation room of the garbage bin in the power plant, staff use a joystick to control a mechanical grab and place the squeezed waste into a designated area for fermentation. In the central control area, staff use the central control platform to monitor real-time waste incineration power generation. On the side, employees of State Grid Xining Power Supply Company are conducting data verification work to ensure the accuracy and reliability of data submission.
As the "smart brain" of Xining Municipal Solid Waste Incineration Power Plant, the central control room can clearly and intuitively see the entire process of solid waste incineration power generation. The real-time monitoring screen displays the operation status of each link of household waste incineration power generation. At the same time, online monitoring of flue gas data inside the incinerator.
Since February this year, relevant departments of State Grid Xining Power Supply Company have actively contacted and provided on-site services for the comprehensive waste incineration treatment project, coordinated on-site acceptance, cooperated with problem resolution, and promoted the project to be put into operation as soon as possible.
At the same time, the company actively establishes a tripartite liaison mechanism with the local government and garbage power generation enterprises, organizes multiple meetings with departments such as transmission and dispatch, formulates optimized construction plans, and tracks the entire process from technical guidance, engineering construction, and other aspects, providing "butler style" services. In response to the difficulties encountered in the grid connection operation of waste incineration power generation, technical personnel from State Grid Xining Power Supply Company inspected the site, coordinated with the power generation project leader, studied and formulated the grid connection plan, strengthened safety supervision of grid related units, assisted in the implementation of clean energy projects, and ensured that waste incineration power generation was "well generated, delivered, and safely consumed".
It is understood that household waste incineration power generation, as an industry with dual emission reduction effects, has significant advantages compared to traditional landfill and compost disposal, and is in line with the current "dual carbon" goal. It is one of the choices for household waste treatment methods.
The garbage dump has become a "treasure trove", and the operation of this new type of garbage power plant in Xining City has upgraded the treatment method of domestic waste from a single "landfill" to "environmentally friendly power generation". This not only provides electricity for people, but also greatly saves landfill land, achieving a "three win" of economic, environmental, and social benefits.
