On March 5th, the Third Session of the Fourteenth National People's Congress (NPC) grandly opened at the Great Hall of the People in Beijing. During the session, Shi Yudong, a national NPC deputy and R&D director of Mengniu Group's Global R&D Innovation Center, submitted seven proposals aimed at accelerating the formation of new high-quality productivity in the dairy industry, enhancing the resilience of the industry chain, ensuring national "milk bottle" security, and actively contributing Mengniu's strength to improve the national nutritional health level. These seven proposals cover various links in the industry chain, offering practical measures from R&D innovation and intelligent manufacturing to the promotion of student milk, dairy exports, and food safety supervision, contributing to the sustainable and healthy development of China's dairy industry.

I. "Dual-Wheel Drive" of R&D and Digital Intelligence: Forging New High-Quality Productivity in the Dairy Industry

The Government Work Report emphasizes the need to develop new high-quality productivity in a targeted manner, promote the digital transformation of manufacturing, and accelerate the construction of a modernized industrial system. Currently, China's dairy industry faces three major challenges: insufficient product diversification, imbalances in supply and demand, and insufficient industrial chain resilience. How to accelerate the cultivation of new high-quality productivity in the dairy industry and promote innovative industrial development through technological innovation has become a critical issue that needs urgent solutions.

Deputy Shi Yudong pointed out that compared to leading international markets, China's dairy product categories are relatively single, and the comprehensive utilization rate is low. In particular, there are still significant "bottleneck" issues in key functional base materials for formula milk powder, severely restricting the high-quality development of the industry. He stressed that breaking through industry bottlenecks and accelerating the creation of new high-quality productivity through technological innovation to promote industry innovation has become an urgent need.

Therefore, Mengniu Group proposes several suggestions:

First, vigorously develop the deep processing industry of dairy products, encourage leading enterprises to conduct fundamental and original research, accelerate the solution of key raw material security and safety issues, and improve the overall competitiveness of the industry chain.

Second, fully utilize intelligent manufacturing technology to improve production efficiency, reduce production costs, further improve product quality, expand market scale, and consolidate the basic market share of liquid milk.

Third, actively explore high-potential areas such as precise nutrition, sports nutrition, and probiotics, encourage enterprises to explore new industry tracks, and provide corresponding policy and regulatory support and project matching support to guide enterprises towards high-end and diversified development.

In recent years, Mengniu has continued to increase investment in R&D innovation and digital transformation, achieving remarkable results. In scientific research and innovation, Mengniu's long-term investment in domestic probiotic projects won the second prize of the National Science and Technology Progress Award, and its independently developed human milk oligosaccharides (HMOs) have been approved by both China and the United States, successfully breaking the foreign monopoly on core raw materials and setting an example for independent innovation in China's dairy industry. In terms of digitalization, Mengniu's Ningxia fully digital factory was named a "lighthouse factory" by the World Economic Forum, becoming the first and only liquid milk lighthouse factory in China's dairy industry. Its "three hundred" annual maximum per capita efficiency leads the global dairy industry towards a new future.

Deputy Shi Yudong also emphasized that on the demand side, public publicity and policy guidance should be used to guide consumers to transition from "not drinking milk to drinking more milk, and from drinking milk to eating milk." He pointed out that "ten kilograms of milk makes one kilogram of cheese," cheese is highly nutritious and easy to store. Promoting cheese consumption can further enhance the national physique and increase dairy product consumption.

II. Multiple Measures to Enhance the Resilience of the Entire Industry Chain

The dairy industry is an important industry related to national economy and people's livelihood. Its healthy and sustainable development is an important "ballast stone" and "stabilizer" for ensuring the stable and healthy development of the social economy. Currently, affected by the macroeconomic environment and industry cycles, China's dairy industry is undergoing deep adjustments, and the country needs to provide relevant supporting measures to support the stable and healthy development of the industry.

Shi Yudong suggested that in the upstream industry chain, a series of measures such as technological empowerment, procurement cost reduction, and financial support should be used to guide farms to reduce costs, improve quality, and increase efficiency, helping farms overcome difficulties. At the same time, it is necessary to explore the establishment of a scientific and reasonable storage mechanism to effectively solve the cyclical supply and demand contradictions and pressures in the dairy industry.

For a long time, Mengniu has continuously implemented "six major benefit linkages" and "ten support measures" to support upstream development, maintaining close ties with upstream farms and farmers. Every year, it drives the planting of more than 6 million mu of high-quality forage and the breeding of more than 1.7 million dairy cows nationwide, paying out more than 320 billion yuan in milk payments and investing nearly 40 billion yuan in upstream support funds, directly and indirectly helping more than 4 million farmers nationwide increase their income and become wealthy, fully demonstrating the responsibility and dedication of industry leaders and chain masters.

In addition, Shi Yudong also suggested that the state should provide support in opening up dairy export channels and helping enterprises expand international markets. For example, the price of domestic large-bag powder in China is lower than the international price, and there is import demand in Southeast Asia, the Middle East, and Africa, but many countries have many dairy export barriers. He suggested that relevant departments strengthen communication and coordination with importing countries to further clear export bottlenecks and enhance the international competitiveness of Chinese dairy products.

III. Strengthening the Promotion of Student Milk to Safeguard the Nutritional Health of Adolescents

National health is the cornerstone of sustainable national development. As the builders of the future development of the nation, the nutrition and health of adolescents are highly valued by all sectors of society. Deputy Shi Yudong pointed out that milk and dairy products are rich in nutrients, and adequate intake is beneficial to human health, especially to muscle and bone health, and is an indispensable source of nutrition for adolescents' growth. In recent years, through the promotion of the national "student milk program," the health level of Chinese students has significantly improved. However, this program currently suffers from problems such as low promotion and popularization rate, imperfect organizational management, and insufficient guidance and promotion. It urgently needs joint efforts from government departments to strengthen standardized management and scientific guidance so that more students can benefit.

Shi Yudong suggested that the action to improve students' nutritional health be elevated to the national strategic level, and that all levels of government promote implementation through policy guidance. At the same time, a special fund for the promotion of the national student milk program should be established, and government management and guidance and student nutrition legislation should be strengthened. The promotion of student milk should be regulated through legal systems. In addition, public support and nutritional health publicity should be strengthened, and consumption should be scientifically guided to safeguard the nutritional health of adolescents and contribute to the construction of a healthy China.

As a national dairy team, Mengniu became one of the first companies to obtain the qualification for the production of national student milk, continuously promoting the implementation of the national "student milk program." Currently, Mengniu student milk has covered more than 20,000 schools, ensuring daily milk supply for 8 million primary and secondary school students. In addition, Mengniu has launched the public welfare project "Milk Aids Learning Plan," which has been upgraded to the "Mengniu Nutrition Inclusive Project." Currently, this project has donated a total of 1 billion yuan, covering 28 provinces, autonomous regions, and municipalities directly under the Central Government, benefiting 25 million students, and continuously safeguarding the nutritional health of children and adolescents in China.

IV. Promoting Food Education Legislation and Strengthening the Construction of Food Claim Management Systems
