A reduction of 520 billion yuan in the next three years

Vice Minister of Finance Xu Hongcai introduced at the press conference that in order to further consolidate and expand the development advantages of the new energy vehicle industry, the State Council executive meeting held on June 2 requested the continuation and optimization of the new energy vehicle purchase tax reduction policy. It was decided to extend the new energy vehicle purchase tax reduction policy until the end of 2027, and the reduction efforts will gradually decline year by year, and set a tax reduction limit for the new energy passenger vehicle purchase tax reduction. Preliminary estimates indicate that after implementing the extension policy, the total amount of vehicle purchase tax reduction and exemption from 2024 to 2027 will reach 520 billion yuan.

This continuation and optimization mainly includes the following aspects:

One is to extend the tax reduction policy for the purchase of new energy vehicles for 4 years until December 31, 2027. Among them, vehicle purchase tax will be exempted from January 1, 2024 to December 31, 2025; From January 1, 2026 to December 31, 2027, vehicle purchase tax will be reduced by half.

The second is to set a limit for the reduction and exemption of vehicle purchase tax on new energy passenger vehicles. For new energy passenger vehicles that enjoy exemption from vehicle purchase tax from January 1, 2024 to December 31, 2025, a tax reduction limit of 30000 yuan shall be set; For new energy passenger vehicles purchased from January 1, 2026 to December 31, 2027 that enjoy a halved tax exemption, a tax reduction limit of 15000 yuan will be set.

Thirdly, the Ministry of Industry and Information Technology will optimize the technical requirements for enjoying vehicle purchase tax reduction policies based on the progress of new energy vehicle technology, development of standard systems, and changes in vehicle models, and guide enterprises to accelerate technological research and development and upgrading.

Support the development and application of intelligent networking technology

Vice Minister of Industry and Information Technology, Xin Guobin, introduced that the main direction of the current automotive industry transformation is electrification, networking, and intelligence. Electrification has given birth to a new integrated electronic and electrical architecture, which is the best carrier for the application of intelligent networking technology. Intelligent networking technology will reverse empower the development of electrification, and the two will integrate, coexist, and promote each other.

In terms of standard formulation, Xin Guobin said that in the coming period, the Ministry of Industry and Information Technology will issue a new version of the guide for the standard system of intelligent connected vehicles, promote the formulation and revision of Functional safety, network security, operating system and other standards, accelerate the formulation of standards related to the integrated development of new energy vehicles with information communication, intelligent transportation, smart cities, energy integrated stations and guide the development of electrification, intelligence and networking through standards.

Improve the layout of charging infrastructure

Deputy Secretary General of the National Development and Reform Commission, Ou Hong, stated that in the future, new energy vehicles, especially electric vehicles, will show a rapid growth trend. However, there are still problems with China's charging infrastructure, such as incomplete layout, unreasonable structure, uneven service, and non-standard operation. This puts forward higher and more urgent requirements for further building a high-quality charging infrastructure system.

Recently, the State Administration issued the "Guiding Opinions on Further Building a High Quality Charging Infrastructure System", which provides a top-level design for further building a high-quality charging infrastructure system with broad coverage, moderate scale, reasonable structure, and complete functions in the new development stage.

In addition, the Guiding Opinions focus on the difficult and blocking issues of public concern, and propose policy measures with strong operability and practical application.
